Project name: Canada: McLoughlin Point Wastewater Treatment Plant
Project description:

The Harbour Resource Partners (HRP) consortium successfully reached financial close on the $272m contract, two years after being named preferred bidder. 

HRP consists of Aecom, Graham Infrastructure/Graham Capital Partners, Suez, HDR|CEI and Michels Canada. Operis was the consortium’s financial advisor. The contract includes:

It is part of the CRD’s $765m Wastewater Treatment Project, which also involves a residuals treatment facility and a wastewater conveyance system project.

As previously reported, HRP is one of three teams shortlisted for the residuals treatment facility P3 project.

• a 108 MI/d tertiary wastewater treatment plant located at McLoughlin Point;

• a cross-harbour undersea force main between Ogden Point and McLoughlin Point;

• a marine outfall for treated wastewater at McLoughlin Point;

The Government of Canada is contributing up to $120m through the Building Canada Fund towards the McLoughlin Point Wastewater Treatment Plant, and up to $50m through the Green Infrastructure Fund towards the conveyance system project. The Government of British Columbia will provide up to $248m towards the three components of the project. P3 Canada will provide up to $41m towards the residuals treatment facility through the P3 Canada Fund.

The Capital Regional District is providing $306m for the three project components and will be responsible for any additional costs.
